Treatment Solicitations

The United States Probation and Pretrial Services Office for the District of Utah intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements. Agreements are for the period beginning October 1, 2026, through September 30, 2031, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals. Required services are for urine collection/testing.

The probation office intends to procure drug testing services for multiple locations, Ogden, Vernal, Roosevelt, St. George, Provo, and Salt Lake City (two locations), for Drug Testing. These services are for federal defendants and persons under supervision using a Blanket Purchase Agreement.

Interested offerors should submit a letter of interest to utpml_treatmentcontracts@utp.uscourts.gov that includes the offeror’s name, mailing address, telephone number, and e-mail address. On or after July 1, 2025. Request for Proposals (RFP) will be posted on the agency’s web page at www.utp.uscourts.gov

Interested offerors must respond on time to solicitation deadlines and clearly show: (1) they can provide services within the catchment area with a facility available for use, (2) such services will be provided by professionals meeting the experience and criteria required, and (3) prices of such treatment shall be as low or lower than those charged to the offeror’s most favored customer for comparable quantities under similar terms and conditions.

The Probation Office in the District of Utah requests bids to provide Drug Testing services from time to time.  Vendors may be awarded a contract for a specific period of time, not to extend beyond the current fiscal year.  The duration of a contract may be extended beyond a fiscal year but will not exceed 60 months.  If you would like to be notified of future solicitations, please contact our office and request to be added to our mailing list.

Bid Requests July 2025

Instructions for Request For Proposals (RFPs)

Thank you for your interest in providing urine collection services for male and female federal persons under supervision for the United States Court for the District of Utah. This month we are requesting bids at several locations for both Mental Health/Substance Abuse treatment and Drug Testing (Weber County Only).  You do not need to bid each area. These individuals include persons on probation, supervised release, or parole, which are under supervision of the United States Probation Office. These services would include persons on pretrial status under the supervision of United Sates Pretrial Services.

The Request for Proposals (RFPs) on this web site are listed by specific catchment areas for specific services, identified by cities and/or zip codes within that area, and you must have a service location within that geographic area in order for us to consider your proposal.

Please Note: Proposal submission has changed from previous solicitations. Per the RFP, Section L, by submission of a signed proposal, including the Certificate of Compliance (Attachment A), the offeror is agreeing to comply with all requirements, terms, and conditions, of this solicitation and any resultant agreement of contract.  The Offeror is not required to submit solicitation sections C, D, E, F, G, H, and I as part of its proposal. Please review Section L carefully.

The RFP contains the full text of all applicable Government regulations and all offerors are subject to the provisions contained in the RFP. When responding to the RFP, you should answer fully each item and supply all information requested. Section "L" provides specific directions for potential vendors in completing their proposals. The minimum standards for the services listed are contained in the Clauses and Terms of Agreement, and all proposals will be evaluated by the criteria identified in Section "M."

Proposals will be awarded on the basis of initial offers submitted, and each initial offer should contain your organization's best terms from a price and technical standpoint. There will be no additional opportunity to modify your prices or proposal.

Please read the RFP carefully; do not rely on knowledge of previous RFPs, or knowledge or previous federal procurement procedures.  The estimated monthly quantity listed in Section "B" of the RFP is the estimate of the services to be provided during the term of this agreement. It is only an estimate.

Although the Government may choose to enter into a Blanket Purchase Agreement with multiple vendors, the Government reserves the right to award to a single vendor.

The term of this Blanket Purchase Agreement is twelve (12) months beginning October 1, 2023, with a provision that shall allow the Government to unilaterally extend the agreement for an additional two (2) years, at two (2) twelve (12) month intervals, beginning October 1, 2024, and 2025, at the Government's discretion.

A vendor must be capable of providing ALL SERVICES identified in Section "B," and within the geographic area identified in Section "B."

A copy of the Blanket Purchase Agreement, Clauses and terms of Agreement, should be retained by the vendor for their files. Please do not submit proposals in binders or notebooks.
